Indo-Chinese fried rice, minus the rice. Rolled oats are toasted and steamed into separate grains, then tossed on high heat with garlic, crisp vegetables and soy.

Ingredients
- 1 cup (90 g) rolled oats
- 4 to 5 tbsp (60 to 75 ml) water, for steaming the oats
- 1½ tbsp (22 ml) oil
- 4 cloves garlic (12 g), finely chopped
- 1 tsp (5 g) finely chopped ginger
- 1 small onion (60 g), thinly sliced
- 1 small carrot (50 g), cut into thin matchsticks
- 1 cup (70 g) finely shredded cabbage
- ½ medium capsicum (60 g), thinly sliced
- 6 French beans (30 g), finely chopped
- 2 spring onions (30 g), whites and greens chopped separately
- 1½ tsp (8 ml) soy sauce
- 1 tsp (5 ml) vinegar
- ½ tsp crushed black pepper
- Salt, to taste (about ¼ tsp; soy is already salty)
Method
- 1Dry roast the oats in a wide non-stick pan on low to medium heat for 4 minutes, stirring, until golden at the edges and nutty-smelling.
- 2Sprinkle 2 tbsp water evenly over the oats, cover and leave 1 minute on low heat. Fluff with a fork. Repeat with another 2 tbsp water, then fluff again. The flakes should be tender but separate; add one more spoon of water only if they still feel hard. Spread on a plate to cool.
- 3Wipe the pan, set it on high heat and add the oil. When it shimmers, add the garlic, ginger and spring onion whites and stir for 30 seconds.
- 4Add the onion and toss for 1 minute. Add carrot and beans, then cabbage, and stir-fry on high heat for 2 to 3 minutes until the cabbage wilts slightly but still crunches.
- 5Add the capsicum and toss for 1 minute. Add soy sauce, vinegar, pepper and salt and let them sizzle for a few seconds.
- 6Tip in the cooled oats and toss for 1 to 2 minutes on high heat, lifting from the bottom, until every flake is coated and hot.
- 7Turn off the heat, scatter the spring onion greens on top and serve at once.
Notes from the Department
- Sprinkle, never pour. Pouring water is how oats turn into upma.
- Cool the steamed oats for at least 5 minutes before stir-frying. Warm oats clump; cooled ones stay loose.
- Keep the pan on high and the vegetables moving. You want them crisp, not stewed.

Why this works
Fried rice needs dry, separate grains, which is why restaurants use day-old rice. Oats can get there in five minutes if you treat them right. Toasting firms the flakes, and steaming them with a few spoons of water at a time hydrates them without letting starch leak out. After that they behave like rice in the wok, taking on soy and garlic and staying loose. The Ministry considers this one of the better tricks in the file.
Rolled oats or steel-cut
Rolled oats are fast and give a soft, rice-like flake. Steel-cut oats make the closest match to real fried rice: toast them 5 minutes, pour over an equal volume of boiling water, cover and let them stand 20 minutes, then cool. Quick oats are too thin and will turn pasty; skip them here.
Swaps
Add sweet corn, mushrooms, broccoli or diced paneer or tofu. A teaspoon of red chilli sauce or Schezwan sauce turns it into Schezwan fried oats. For a gluten-free plate, replace soy sauce with tamari and use certified gluten-free oats. No vinegar? A squeeze of lemon at the end does a similar job.
What to serve with it
Oats manchurian gravy, chilli paneer or a bowl of hot and sour soup. On a weeknight it stands alone with a little chilli vinegar on the side.
Storage
Best eaten fresh. Leftovers keep a day in the fridge; reheat in a hot pan with a few drops of oil rather than in the microwave so they stay separate.
Questions people ask
- How do you keep oats from getting mushy in fried rice?
- Toast them dry first, then steam them by sprinkling 2 tbsp water at a time and fluffing between additions. Cool them before stir-frying. Never pour in a large amount of water.
- Can I use quick oats for oats fried rice?
- We do not recommend it. Quick oats are rolled too thin and break down into a paste. Rolled or steel-cut oats hold their shape.
- Is oats fried rice gluten-free?
- Not as written, because regular soy sauce contains wheat. Use tamari or a gluten-free soy sauce along with certified gluten-free oats.
